Procedure for Anti-Doping Testing at Weightlifting & Powerlifting Competitions


1. All international competitions held in the UK shall be notified by an Event Form to the BWLA Drug Control Officer giving 90 days notice by divisional secretaries of Home countries or/and Director of Weightlifting, Powerlifting and the Disabled Activities.
2. All National, Divisional and Club competitions held in the UK shall be notified to BWLA Drug control officer giving 30 days notice by:
  >National Championships - Weightlifting & Powerlifting Directors
  >Divisional Championships - Divisional secretaries or representatives.
  >Masters Events - Secretary of British Masters.
  >Disabled - Secretary of disabled activities.
  >British League - Secretary of British weightlifting League.
3. Competitions not registered with the BWLA Drug Control Officer shall not be recognized for the purpose of qualification for International and National selection, National squads, National & divisional records, National & Divisional titles & National rankings.
4. The BWLA Drug Control Officer will enter all data from the Event Form on to the Event Register and submit to the UKSC Ethics & Anti-doping Directorate. Incomplete forms will be rejected.
5. The UKSC Ethics & Anti-doping Directorate will select the competitions for anti-doping testing and will send the appropriate number of officials to the competition. Agreement of numbers to be tested will be agreed with the BWLA Drug Control Officer, BWLA Chief Executive and the UKSC Ethics & Anti-doping Directorate.
Competitions
6. Before the weigh in, all lifters will complete & sign the competition registration form, out of competition testing form. Membership card must be shown.
7. The Independent Sampling Officer from the UKSC Ethics & Anti-doping Directorate will not notify the Technical Officer of their attendance at Championships or competition until after the completion of the first weigh in.
8. The Championship or competition organiser will provide non alcoholic or caffeinated drinks in sealed cans or bottles. (minimum requirement is bottled mineral water)
9. The ISP and the BWLA Technical Officer (and a representative of the lifters present) one or two lifters shall verify:
  >The number of lifters
  >Names of lifters (on dark colored card)
  >Eliminate lifters who are under sixteen (16)
  >Shuffle the cards and place (name down) on a table
This procedure shall be kept confidential until the end of the competition.
10. The lifter representative (s) will select randomly a number of cards corresponding to the number of agreed tests to be conducted. These cards shall not be disturbed, but initialed by the lifter representative (s) lifters. the selected cards shall be placed in one envelope. All other cards in another envelope. The representative lifter will now leave the proceedings.
11. The Independent Sampling officers and BWLA Technical officer will verify the names of selected lifters and record on UKSC forms.
12. When the selected lifter has finished competing they will be informed by the BWLA Technical Officer and/or Independent Sampling officer that they have been chosen for Anti-doping testing.
13. The lifter will complete the sample collection form with the assistance of the ISO and the procedures rules detailed in the UK Sports Council "Competitors and officials Guide to Drugs and Sport and Testing Procedures" leaflet will be followed.
14. Once all lifters have been informed that they are required for testing, then the lifter representative (s) two lifters who performed the draw, may see the cards that they initialed and check that those lifters have been chosen randomly according to the rules.
15. Those lifters not selected for testing may be released from the competition once they have finished and the BWLA Technical officer has signed the competition registration and competition testing form.
16. The Independent Sampling Officers and the BWLA Technical Officer shall complete a record form to verify the data and record the testing procedure was satisfactory or record any problems that occurred.


Procedure for the Out of Competition Testing register


1. At present there are three Out of Competition Testing registers, one for weightlifting, the other for Powerlifting.
2. Policy on eligibility for inclusion on the Out of Competition Register.
  >Weightlifters & Powerlifters who qualify for the British senior and Junior Championships are eligible for the Out of Competition testing register.
  >Lifters who are likely to represent the UK or Home country associations abroad must be registered for 12 months
  >Lifters in receipt of lottery funds.
  >Paralympic lifters who achieve one & a half times their body weight in the Bench Press
3. Lifters will complete drug registration form prior to weigh in at all competitions.
4. The completed forms (white & yellow copies) will be collected by the Technical Officer and forwarded to the BWLA Administration secretary. The pink copy will be returned to the lifter.
5. The BWLA Administration secretary will enter all data from the forms on the Out of Competition Testing Register of those who fall into the eligibility category stated in point 2 above. It is the responsibility of the individual lifter who wishes to compete in International competition/s and in receipt of lottery funding to ensure that they have notified BWLA that they should be registered for testing out of competition.
6. The register shall contain the following information
  >First name & family name
  >Current BWLA Membership Number
  >Gender
  >Date of birth
  >Full address inc. post code
  >Home telephone number
  >Work telephone number
  >Mobile telephone number
  >Division
  >temporary or term time address
  >Training venue & times
  >Routine movements (e.g. weekends)
  >Email address if available
7. All lifters will notify the BWLA Administration Secretary when they are away from their permanent address for more than 5 days.
8. The OOCT register is recorded under the Data Protection Act and may only be accessed by the BWLA Drug Control officer, BWLA Chief executive and BWLA Administration secretary, and the UK Sports Council Ethics and Doping directorate personnel.
9. The register will be reviewed and updated quarterly by the BWLA Administration secretary. to assist this review Divisional secretaries will forward a copy of the competition results held in their divisions. Divisional secretaries will also be sent a list of the registered lifters (names & membership numbers only) to verify that the lifter (s) are current BWLA members and still active. Non-members will be removed from the register
10. Lifters who wish to be removed from the Out of Competition testing register must inform the Administration Secretary in writing using the BWLA retirement form. If, after retirement, the lifter changes their mind, they will need to register for twelve months before being selected for any international competition.
11. All changes such as additions, deletions or change of address to the register will be highlighted. Any deletions must be notified to the UK Sports Ethics & Anti-doping Directorate with an explanation.
12. Any lifters who are active BWLA members living overseas must provide details of their current whereabouts and any occasion they might be in the UK during the quarterly period.

14. The register is forwarded to the UKSC Ethics & Anti-doping Directorate with a UKSC Summery Control Sheet.
15. Lifers who were not available for Out of Competition Testing in the previous quarter, will automatically be included in the next quarter.
16. Lifters will be selected for Out of Competition testing by random draw. Control parameters for the draw will be determined by members from the BWLA Committees and the UKSC Ethics & Anti-doping Directorate. The control parameters may be:
  >The division of each register into senior, junior, elite or non elite
  >The number of tests to be performed
  >Lifters returning from retirement
  >Lifters competing or training for specific major events such as Olympic Games or Commonwealth Games or in receipt of lottery funding.
17. The draw will be conducted in the month before the testing quarter, by a random number generator software programme. The draw will be operated by the UKSC Ethics & Anti-doping Directorate and witnessed by BWLA officials or lifters from the register.
18. Once the lifters are identified from the random numbers, letters of authority for out of competition testing will be issued to the Independent Sampling officers. The ISO will follow the procedures detailed in their manual, which mirror those in the UKSC "Competitors and Officials Guide to Drugs and Sport" and the "Testing Procedures " leaflet.
19. All results of testing will be dispatched to the BWLA Administration Secretary, from UK Sport, who will in turn notify the lifters.
20. The UKSC Ethics & Anti-doping Directorate will issue quarterly summaries of the status of the Out of Competition Testing programme.
